How does the Local 30GB acc work?

As from tonight, I am cancelling my contract with Mweb.
I am quickly trying to choose another ISP.

If I go with a IS ISP, how does the 30GB of local bandwith work?

1) You get 3GB of INT and 27GB of LOCAL, when you use the INT it comes off of your INT piece of the pie, when you use LOCAL it comes off of that piece withour affecting your INT pie...
That way I can download 1GB LOCAL each day, and 100MB INT each day and only hit my cap at the end of the month ...

OR

2) I carry on per normal, using bandwith from my 3GB cap, when I reach the cap, my INT goes slower than a snail, but I still have 27GB LOCAL to use.

Q: Which is correct (if any) ???

Surely 1) would be the best option for ISPs to offer ??????

Q: Which ISP should I go for if I have R350 to spend for the month ???
 
Option 1 as fas as I know.

openweb. I have been with them now for a few months and they have great service, and are very cheap.
 
I think it is option 2... it's solely with IS based ISP's... I can't make a recomendation for an ISP, because I'm bias
 
Its option 2, first xGIG local/international will add to your xGIG international cap, thereafter you will have the remainder of 30gig local.

I thought so... This is so ****. It should work the other way !!!!

I thought Telkom introduced the 3GB cap so that ppl would not kill INT lines ???

They should give us tonnes of local usage... Local is lekker !!!!!
