I worked for many years at the Gauteng Department of Housing at the Bank of Lisbon building in Johannesburg. I was working as a consultant and, as such, subject to signing in every day, fighting for parking and car searches.
I went to ICASA for the first time today and was immediately brought in mind of my experiences at the DoH. The complete and utter disinterest of the secretary at the front desk (she was chatting on the phone and with two security guards when I arrived), the left over furniture from the 1980s, the completely useless two page "affidavit" I had to fill out to go to my meeting and finally the need to search my car for stolen equipment when I left (though at the DoH I learnt to just put all equipment behind the back seats since no one will bother looking as "it isn't in my job description" to go above and beyond).
I have become way too comfortable with filling out tiny little entry slips, always finding parking, never being searched, secretaries with a smile and coffee and biscuits when I visit even my smallest clients.
This experience took me back and I thought I'd share it with you all.
My conclusions: ICASA is merely a division of the Department of Communications and is run, in no uncertain terms, as I would expect a government department to be run; namely, with the minimum effort and most disinterest as you will always get your 11.5% no matter what you do!
