How much data is wasted in rural mobile networks?

Some of the rural mobile networks are really bad with high packet loss and retransmissions. How much data overhead is there on this as when I did an analysis of actual goodput vs throughput it was like 4 to 1 at one stage.

Does anyone have an accurate figure? The operator will bill those packets even when the are lost. Also where does the operate measure traffic? Node, tower or core?
 
I don't have electricity half the time and my water is often off due to leaks and burst water mains does this mean i live in a rural area? The roads also sometimes have massive potholes and the cables are often stolen by gangstas. :) need to know if i am included in this survey you know

You have fibre, not a mobile network.

But you probably right, the whole country is a rural backwater by definition now.
 
Take this as purely speculative...

Billing is managed in the Packet Data Network Gateway, therefore I guess all upload packets dropped between the phone and the eNodeB go unaccounted for in the PDN-G BUT I guess by that logic all download packets that are dropped could possibly be billed, therefore yes, I guess re-sent packets are billed as well as dropped packets that were being sent towards the phone.

Yes, more downloads than uploads as well. I think the new Chrome QUIC protocol makes it worse?

I could ask a Wisp operator in JHB south or the guys in polokwane
 
I don't actually quite know how they base it, but the guys in Polokwane say rural BW isn't much wasted. it's city's and affluent suburbs that have high wastage. They can't give me specifics, NDA - go figure...
