This is what I'd like to do :

I'd like to show my company the concept of what I'm thinking - pretty much an internal eCommerce site for employees. So, I'd like the pretty pictures, a log in, a few buttons etc but nothing needs to work at the moment. I'd just like to take it and say 'this is where a sales person would login' etc

So how much would a half website that doesn't function work?

If nothing needs to work you're basically just creating a single static image. Depends how many hours it takes to make the image but if you're pitching the idea - rather don't charge & work the cost into the actual development.

You could even use something like WIX and build a site for free to test the idea an concept. No need to get a professional to mock up and idea just yet. Only thing is mine is slightly different to the norm, and not sure if the templates will cater for that

Install wordpress, add the woocommerce plugin and if you really want to try impress then buy a R 700 theme.
All in all this will cost at least R 49 300 less that getting it custom developed..

Also check http://woothemes.com (the creators of the free woocommerce plugin) they have 1 or 2 free woocommerce themes. They don't look that great but it's a start..
