How much is NORMAL fluctuation in Noise Margin ???

I have 4MB line but my SNR(Noise margin)fluctuates wildly between 23.5-3 or may go below that resulting in speed drops.I also found out that when the Noise Margin is low say 4 my overall line quality is low and speed test will give me 1mb d/l speeds but if I restart the router it will go back to 3.47 MB which is my normal speed test results.I also tried different ISP but results are same until reboot.My line keep syn for long and syn at 4 mb usually.From 8AM till around 6 pm Noise margin stays between 23-19 db but drops fast to 5 db immediately after 6pm (around)and can drop further to 4 something for rest of the night and thats when my speed problems comes in.
All masters out there please help me to find out a solution,I am not far from exchange around 2 KM with line att of 37.5.
Whats the NORMAL fluctuations in Noise Margin you experience?
What can cause such wild fluctuations?

I have a Netgear DV 2000 Router ,its new and I had this problem from Day 1.?

ive heard stories where the street lights can cause interference with the copper telkom cables. but then again it could be total b.s.

How much fluctuation you experience between day and night?

Ya its interesting I didn't say 6 o'clock but around 6 .I don't know i noticed a sudden drop in Noise margin around in the evening :confused:
 
on my 4meg profile (3.6km distance) during winter months i've got this:

SNR down 20 (varries down to 16)
Line attenuation down 52 (up to 54)

during rainy season this gets bad!

SNR down 8 (varies from 8-14)
Line attenuation down 58 (sometimes hits 63!)

copper infrastructure ....40years of rusty times !

Mine seems better but still got low noise margin??????
 
Also, take a look at your own home - see if anything happens around 6-6:30? Maybe automatic lights? Maybe you turn on your lights in your home?
