Avoiding SARS and not having to pay tax are not the same thing. When my nonna passed away my dad had to get a SARS clearance certificate to wind up her estate. She had lived in SA since '67 but had never worked here, only had permanent residence and had been living on a UK government pension since my grand father had passed away. There is just about no way to avoid SARS when you die...
