How to divert calls on Android?

I'm at my wits end. Tried Call Forwarding option, but when I test it the call just drops... doesn't even connect. Can anyone PLEASE advise me how to successfully divert calls. Apparently when I asked Vodacom to do it on their side, I'd get charged for incoming calls. Is there an app I can do this on?

That's correct. You pay for the diverted part of the call if you do not divert to voicemail.
