How to force a window to remain infront?

I want to use the window at the back while the window in front remains in front. How do I prevent the front window from disappearing when I click on the back window? Is there a way to lock a window? I don't want to use the other screen because then I need to keep turning my head to watch.

Don't suggest tiling.

Getting two monitors could solve your problem as well. Have whatever you're streaming on the second monitor.

Install Ubuntu. Problem solved

(I'm not kidding it comes with the feature integrated into the desktop environment. Since seeing it many years ago I thought Microsoft should have developed a similar system)
