So if you wanted to make a online version of visio, such as Lucid Chart or draw.io or any of those, how would you go about doing it. Would it be javascript? Can it be done in just HTML?

It would require both. I guess the rendering could use WebGL, or just fancy CSS/HTML5 canvas, but any advanced user interaction would require javascript. You'd most likely have to look around for a framework suited to building this type of app. May even be frameworks that use other languages and then compile to JS/HTML.

Yes, HTML 5 + JS

Have a look at http://gojs.net/latest/index.html. Its paid for but looks really good.

You can use Syncfusion Studio. It's paid for, but you can get a community licence if you are a single developer or small business. You are going to have to learn ASP.net though.
