Two windows tool exist to monitor and management your bucket use:
- Freemeter [Free]
- iTraffic [Free]
- Netlimiter [$30]

If you have a broadband router, often the built-in interface should provide useful information especially if the hardware is compatible with tomato or dd-wrt.

If you have unknown activity on your PC then a good tool to gain visiblity is TCPView. NirSoft's CurrPorts also works well and is freeware.

Network Monitor II is a Windows 7 gadget.

If you install Firefox and DTA you can:
- limit the speeds of your downloads
- set the number of concurrent downloads and downloads per server
- schedule downloads

Please contribute any tips and ideas on how to manage bandwidth.

I found netlimiter to be very usefull. Especially when some rogue app would start downloading in the background.

I'm also a Netlimiter fan.. although a couple of their older versions have resulted in blue-screens! Haven't had any problems in the last few years though.

Get a Mikrotik router box, it will take you some time to learn how to set it up. But it is amazingly powerful, and definitely worth the effort. I use a couple at the office and one at home as well.

Yes, waiting for this to ship (which will be a neat solution!)

What is the context of your question? Windows or router? The best platform for controlling speed for different applications would be ROS.
For windows.
In context of following: need to limit connection speed to lets say 256k to prevent a unnecessary download of data. For example, youtube. Videos get downloaded via browser as soon as link to video page is opened, but I download all videos for off-line viewing via download manager. It results in double data usage. Luckily, youtube has "stop download" function which requires time to activate. While activating this function, it downloads some data and results in some unnecessary usage due to high speed connection with small cap :erm:.
