How to release pin from SP.

I want to buy a BB on gumtree but am worried that the seller might not have released the pin from his SP. Can I have it released or must the owner do it?

Until earlier today I had no idea about this, and I used to work for a cellular network selling BB's on contract and have had a BB for more than a year (which is now my backup phone).

Seems strange to put limitations on phones.

This is to prevent theft of BB's but not even the thieves know this. My daughter sold her 9360 this week and phoned Nashua Mobile to get them to release the pin. The call center told her that "The pin is on the SIM and the new owner will insert his own SIM so no problem". So not even NM knows about this.
The new owner did a Factory Reset on it but now cannot open an account with BIS/BBM or download apps. Now what?
