How to report lines are down

Hi,

Our telephone lines are down. There is no cellphone signal. But I still have internet thanks to Wireless Internet.

My question is does anyone know how to report a fault without using a telephone? Can I visit a web page to report a fault?

Note that the closest Telkom office is 100km from here.
