How to resize an image in cm?

I need a pic to fit in a 15x10 photo frame, but when I resize it on MSPaint it gives me pixels or % as an option, please help.

If I use Adobe Photoshop for conversion it would be 425x283 pixels

Your resolution is a bit low - ideally you'd want to accommodate for 300dpi so 1772 x 1181 would be a better bet.

1. I wouldn't use MS Paint for resizing
2. Are you referring to a physical or digital photo frame?

Just use Irfanview to resize using cm. Just have a look-see at the image below:

Agreed, Irfanview is one of the best image manipulators there is, and it's free. I have been using it for years

Why not simply print the pic and specify the margins in the print dialogue?
