How to set up Cloudflare DNS?

I want to implement Cloudflare on my website due to constant harassment from very specific countries that bombard my logins with brute force entries. Cloudflare has an option to blanket ban any country that I see fit to. But after changing my NS records to the values as specified by the instructions it still shows "Pending nameserver update" on the cloudflare control panel even after weeks of waiting.

What am I doing wrong? The parallels control panel shows that the DNS changes have been saved successfully.
 
I suspect that changing your name servers on the control panel is not sending an update through to the registry.

You’ll need to change the name servers at the registrar’s panel / client service area.

Is there a different area to change DNS? I'm on Plesk Parallels > Website & domains > DNS setting

When I lookup my DNS on www.whatsmydns.net any changes made to DNS or NS show up there almost instantaneously.
 
You'd need to change the associated name servers for your domain at your domain registrar.

At the moment your domain is using the name servers associated with the plesk control panel, hence any changes to the existing dns records for the domain reflect on whatsmydns.net

I see... It's hosted on webonline.biz
 
You would need to update the domain's associated dns servers via webonline's portal, or contact them and request that they update the dns servers for you.

edit, just found their whmcs portal - this is most likely where you manage your domain with them
