How would you fix a damaged rear bumper without replacing it?

It's not accident damage, it's almost like flaking from severe sun exposure. When I get home I could show you guys a picture. It's almost like the plastic has an outer shell that started 'peeling'. Don't know if you guys can relate to this, it's not very serious but I want to get rid of it because I take pride in my little car.

Also plan on getting the lights cleaned, sometimes the plastics tend to get a little foggy in appearance.

Any one know if I can actually fix the bumper or would I need to replace the entire thing. Money's not the issue, finding a spare part for an 12 year old car is >.>
 
fine sandpaper

sandpaper all old paint off

apply plastic-based undercoat

then apply a color which matches the bumper color closely

then the top protective coat (if you want).
 
Have you owned the car from new?

Your car would be the first I've heard of that has had paint peeling on a part that wasn't repainted (eg. accident, scratches, etc.).

It is basically the universal indication that the car was in an accident and the part was painted over instead of being replaced (as it should have been).
 
On a Corsa Lite?

Again, those shouldn't peal if it is the original...
 
This peeling story sounds weird, considering its a black plastic bumper. Send pic perhaps? Paint i can imagine as i have had issues with the top varnish coat above the paint peeling off (Not sure what that coat is ACTUALLY called)

As for the foggy headlamps, there is a place in Paarden Eiland that cleans your headlights for R400...
