HP iPAQ with GPS - Blacklisted?

Hi Guys...

One of my Friends had a HP iPAQ which has a build in GPS system. This phone got stolen last week, so he asked me the following question:

Should the phone be blacklisted, will the thieves still be able to use the GPS System on the phone?
 
Another kwl question would be.
If your GPS is activated is there anyway to track the phone on something like google maps or any other program?
I know it should in theory be possible but how does one set it up? Would like to set mine up like that, my girlfriend has absolutely no sense of direction and we moved to a new town she gets lost all the time and i drive around for hours trying to find her, she also never stays in one place but moves around trying to find her way while i'm trying to find her! irratating!
