HTC Tattoo Question

I recently bought the HTC Tattoo and it would be appreciated if someone can give me advice/assistance:

1. Bluetooth don't work(can't connect to other devices including my PC)
2. How do I do an upgrade ie maybe Android v2.2...mine running on v1.6

Unfortunately android 1.6 doesn't have bluetooth support for sending / receiving files.
