that said, if you buy a game that is meant as a gift for someone else, and they don't want it, can you then peddle it or do you need to create a dummy account to transfer it. that is apart from buying in bulk

Well he made an offer and I agreed. Then sent a friend request which I accepted in steam but still no swap has been made.

then tried to do a trade through steam itself but the game I wanted wasn't available on his list there
