New research from the Harvard community found that HTTPS has prevented governments from seeing which page a user is viewing on Wikipedia, which helped fight censorship in numerous countries.

When a request is made , I think he is referring to. For example, when I request a page called : https://en.m.wikipedia.org/wiki/Toe_shoe . The government proxy server sees that search item

Nope, they dont see toe shoe. All they see is the domain (or host rather, else the request is not routeable), with both the headers and body encrypted. In this case, en.m wikipedia.org.

To see it in action, play around with telnet making https requests with wireshark listening in.
