It would appear that they primarily work via providers. If you do a search on firmware for a B970 on Huawei's website you will see that they say that they "only" deal via network operators/OEM's

Hi, I can supply you with Huawei products, such as GSM/UMTS USB Modems and Mobile phones; my company is a supply to Mozambican mobile networks
