I cant access certain sites?

For some strange reason I cannot access certain sites from my internet at home. Ive switched service providers, and tried on different PC's, but no matter what I do I cant seem to visit these sites. There is a few websites, I would say about 10-20 that dont work. Yahoo is one. Whenever I type www.yahoo.com I just get a blank page, and it says "done" in the bottom corner. Another thing, I can hardly ever chat on IRC. about 70% of the time I cant connect to any server, no matter what it is. (connection time out)

I suspect that it is the router, because everything else is ruled out.But im not sure, can this be?
I need some advice, because im loosing my mind
I know it might sound stupid, but isnt there some way through command prompt to see where the problem lies?
