I mate does not normally lock a phone you buy outright
If you buy the phone outright it will not be locked and yes you can use it here, I have the predecessor to this phone the htc which I got in the UK from O2 and it works just fine. The networks here are greedy theivin, deceivin bastards but the phone works just fine

Oh one more thing, even though this phone is quite old I would not give it up for anything the XDA PRo as it was called in many markets that O2 runs in the eu and T mobile called it the MDA pro in UK EU and USA as well. It has been tough reliable and I would not know what to do without it. I also use a p990i I like both for very different reasons.
Brand new. Going for R200.00 and they won't let me pick it up. Want money in their account first and will then send it to me. Their English is also very poor in their emails. Googled the phone and only got negative reviews.
