I want to switch ISPs - how do I do it?

I live in a town house complex and I am currently with Axxess. FrogFoot provides the fibre line. I want to switch to a different ISP. Axxess informs me that I have to cancel the service and the line with them, as the line doesn't go into a pool. This is not the same as what my intended new ISP told me. Is this right?

And Axxess want's a calendar month's notice, but I can't figure out why. Is this normal practice?

Any advice and guidance will be welcome.
 
So the line is "occupied" by an ISP, when you want to move you cancel your service with that ISP the line then becomes available for another ISP to provision a service. Calendar months notices is quite normal as this is usually required by the Fibre provider.

So once you cancel get a date from your current ISP as to when it will be released and keep your new ISP informed about that date.

I have started looking at various choices. I am in Port Elizabeth. In the days of ADSL, I always had great service from MWEB down here. I was thinking of giving them a try, based on my experience with them as an ADSL customer previously. I don't mind paying a little more for a reliable connection and good customer service. Looking at the experience I had with my line to-date, it seems almost any other local ISP had a shorter downtime than Axxess did over the last weekend.
