It's called load reduction, when a majority of people in your area do not pay for electricity either by bridging or buying the illegal electricity.

I'd suggest that yourself and your local community begin to hold each other and the municipality accountable for the high instances of electricity theft and vandalism that has caused you to be, perhaps unfairly, impacted by load reduction.

The alternative is to allow for the likely still a minority of individuals to ruin life for the rest.
