iBurst base station question

i've been playing around with eyeBurst, and the 2mb UTD's http interface.

For some reason, my device keeps on jumping between BSCC1 and BSCC3 (Sanlam Centre and Sandton City)

What is the BSCC ? it is surely not a tower located close to me, cause i am probably about 30km from either of those two BSCC's.

BSCC's are re-used. So for starters use the Cape Town list of base stations.
