What do you mean by "black cable"? - are you referring to what is commonly known as Dark Fibre?Over the past 6 years, dealing with large international ISPs, and developing systems on computers located in Chicago, I have learned that pinging sites overseas is very dependent on the route that the ping will take. If using "black cable" all the way the ping will be plus minus 600ms better than by satellite.
It will also depend on the health of the servers on route to the destination.
Even with "black cable" I have had breaks in the cable between Spain and France. Rats, believe it or not!
I would rather use a local site for the ping simply because there are less variables to throw the readings. Haven't you experienced the incredibly attenuated pings when worms have been rampant internationally?
