Icasa and price changes from Telkom

I'd appreciate it if someone can clarify the whole process Telkom has to go through if it wants to change it's prices and how Icasa is involved in that.
I was under the impression that any price changes must be approved by Icasa. But it seems as if they are not really involved at all. For instance, when the news about the new ADSL prices came out a while ago, the changes were reported as 'pending approval' or something like that. So was these prices approved by however needs to approve them.

well, basically telkom decides how much things will cost, then they send a letter to ICASA and tell them how much things will cost, then they apply the new prices, ICASA is there just so couple of uneducated AA emplyees can make money for luxury vehicles and properties on the back of the taxpayers which are ripped off by Telkom on first place ...

Well, what did you expect? We are lucky not to have another body that regulates ICASA. There are always seats available in the SA gravy train.
