ICASA explains ADSL announcement delay

[Johannesburg, 12 July 2006] - Unexpected delays in the Electronic Communications (EC) Act's promulgation mean the regulator will not reveal the new ADSL pricing model just yet.

The Independent Communications Authority of SA (ICASA) expected the Act to be in operation by 1 July. With this assumption, the councillor responsible for the overseeing the hearings, Mamodupi Mohlala, was confident an announcement would be imminent. However, the EC Act has yet to be enacted.

This is the explanation given by Edmund Baloyi, advisor to chairman Paris Mashile, for the delay in revealing the new ADSL regulations, even though the new laws (governing the ADSL pricing model Telkom may use) have been finalised.
 
And here's why
Under the law, any regulatory adjustment must be sent to the minister of communications for approval before it can come into effect. However, under the terms of the EC Act, ICASA would have the authority to effect any regulatory changes without sign-off from the minister, according to Baloyi.

@ICASA, just work within the law that is currently in effect - I am keen to find out what her Poisonous Ivyness will try to sit on & squash in the ADSL Regulations - assuming the ADSL Regulations have actually been written up & signed off by ICASA's Council [which I seriously doubt - IMO there has been some serious narcolepticism...oh and let's not forget the illegal moonlighting].

Once the ECA & IAA are gated at the prom, ICASA can show her Poisonous Ivyness a middle finger & just gazette the regs regardless of her disapprovalnessnessness...

I can understand wanting to release the pricing model in a friendlier environment but why promise to release it on a certain day instead of just saying what they're waiting for from day one?

EDIT - poll should read - protecting her profits.

Depends on when they release the pricing model - according to the article ICASA thinks that once the ECA is enabled
ICASA would have the authority to effect any regulatory changes without sign-off from the minister, according to Baloyi.
So Ivy's harming the country yet again.

Nope not under the ECA. ICASA can then implement regulations without the need for it to pass through her first. Might explain why the ECA is taking it's sweet time to be promulgated into law.
 
These Regulation better be good or else....

As long as The DOC and Ivy et all carry on stalling we will continue to make the public aware of their actions or should I say lack of actions.

And when they release these long awaited regulations you can be assured that we will going through them with a fine tooth comb and if we are not satisfied, we will continue to petition for a better deal in this country, that you can certain of.

So it better be good.

I remember reading a article quoting her saying she is protecting them (in last 6months?) but whether she is delaying ECA on purpose is another thing.
