ICASA gets tough on Spectrum

What's so difficult about this?
Here, you get your piece of the range and must prove you're putting it to good use in 3 months. Failure to use it will resuilt in instant license expiration.
If somebody else wants to use the spectrum you're on, then we'll get together and discuss it, ICASA will mediate, and ICASA may recommend that you share the spectrum and therefor your hardware at a prescribed rate, though this will be rare.
In all cases, the good of the community in the short term [3 years] will be the leading deciding factor (because this technology changes so fast, 3 years is long term).
