There are various Licensing regiments at ICASA, broad rule of thumb:
1. You need either a class ECNS (classECNS) or individual ECNS (iECNS) license to install, own and operate wired or wireless telecommunications networks, this is classed as a Network Services license;
2. You need a class ECS or individual ECS license to offer voice, data and VAS services utilising any of above licensed networks;
Class license is regionally based and an Individual license is nationally based.

Internet Service Providers (ISPs) and Value-Added Network Service Providers (VANs) are a new breed of licensed telecommunications operators under Section 93, of the Electronic Communications Act (Act No.36 of 2005), whereby these licenses were converted to Individual Electronic Communication Services (iECS) and Class and Individual Electronic Communications Network Service Providers (classECNS and iECNS) licensees. The iECNS licenses effectively allow the right of licensees to self-provide telecommunications services nationally and iECS licenses allow licensees to provide value-added telecommunication services on these networks.
In addition to ECNS & ECS licenses, you will also need spectrum licenses:
A. You can operate in the unlicensed spectrum (2.4GHz and 5.8GHz - ISM and UNI bands), that means you don't need a spectrum license from ICASA, but the radio equipment will require an ICASA Type Approval;
B. You apply from ICASA for regulated spectrum, like WiMAx at 3.5GHz and 2.5GHz.... and there are many other spectrum ranges (such as for Microwave links etc...) that are defined, you will need to check with ICASA.
