Hi. Please could someone provide me with some info about the license you need to start a wireless ISP (like bitco or amobia) using long range wifi or 5ghz connections - I.e. No frequency license just the "ISP" license so to speak.

A certain company offered me internet at a very good price, when I asked if they were licensed they said they "leverge their upstream providers license" is this valid? I'm keen to go with them, but out of principle I only want to deal with licensed providers (bad experiences in the past) so just wondering if this leveraging your upstream provider is legit.

They require a Class ECS & ECNS license from ICASA, and as far as I am aware they CANNOT "leverge their upstream providers license", but I guess that depends on the commercial agreement, maybe they are just reselling or installing for the licensed company?
 
You need to have a certificate from ICASA granting permission to operate under someone else's license. Too many 'operators' are operating illegally without permission from ICASA.

ICASA recently confiscated illegal equipment in the north of Johannesburg and they are busy auditing all licensees as to whether or not they are compliant.

A class license will allow you to operatate a network in a specific municiple region unlike an individual license that covers the entire country.
