ICASA starting local loop unbundling process with discussion document

The public is required to make submissions on the document and submit them to ICASA
by no later than 8 June 2007. Hearings will be held in July 2007 and specific dates will be announced in due course.

Didnt they have the same discussion like 4 years ago already? And it was decided that in order to bring prices down, the local loop would have to be unbundled?

Why are we discussing this again?
