iCloud ID & Password

My better half knows his iCloud ID, but he lost his password.

When trying to retrieve it, Apple was supposed to send a retrieval code or something like this via sms or email .... never happened.

I then tried to retrieve it via the iCloud website; again they said they will contact him after 6 days via text .... nothing!

Any other idea on how to retrieve it?

mmmm Phone the US. change the country at the bottom of the site (apple.com) to USA and get the number or start a live chat.
