I have this idea for an App for students (university) to help with exam prep (SA only) but sadly I have no knowledge in programming/app development. I am a total computer geek (i know even though I have no IT knowledge) I was able to teach myself Web development and SEO and do stuff that doesn't require any coding.

Is there any way to get the app made like really cheap or maybe I should just learn how to create one (could take a while though)
 
It would depend on exactly what the app needs to do. If there is one thing I can tell you about this industry is that one does not simply get an Android / iOS app developed for cheap. A good developer expects a good salary and a company needs to pay that developer for the time spent on development and make a decent profit at the same time.

From experience, a route that most take and more cost effective route (not that is a million times cheaper, but it in most cases still a lot cheaper) is to just have a responsive web app made that will function properly on a mobile device. That way a student can use his laptop as well. I used the K53 test app for android to prepare for my learners and from a user point of view I would have preferred that app as a web app to use on my laptop instead of a phone.

Google - how to make android app. And take it from there.
 
This is my problem. I have brilliant ideas, but little resources in terms of programming knowledge and even less trust to tell a technical person about it, because what is to stop them from stealing it?

Draw up a legal partnership agreement and make the developer sign it before you tell the developer anything if it is such a problem.
If you do not have the technical knowledge enter a 50 / 50 partnership. Developer develops and you sell. Both take 50% of revenue each.
