Illegal Vehicle Licencing Blocking.

If I understand correctly my current licence has been illegally blocked by the traffic department for a year. The following link specifies the law http://www.aartofacts.co.za/news/post/2012/08/11/LICENSING-TRANSACTION-BLOCKING-IS-ILLEGAL.aspx

Also my R114 form specifies that they are not allowed to withhold licence disks for above infringements.

Confirmation that I understand it correctly will be great.

The alleged outstanding licencing fees are for a motor vehicle stolen 17 years ago. The R114 form fails to hide that no licencing schedules has been issued in the past 17 years, as they issue in 2014 a licencing schedule specifying liability date 1999 on an old Transvaal T registration :wtf: It is clear that my deregistration status on enatis was perfectly in order until 2014 in my opinion. No warnings, no licencing schedules, etc. I have licenced quite a number of cars in the meantime.

In all this time, I could not locate the police case number - guess what - the vehicle registration number has been removed from the police case. (I also have another question - is it possible for police case details to change i.e. your physical address when the motor vehicle was stolen, your new ID number. Details all of a sudden omitted for example the inspector's name that reported the vehicle stolen? I have 2 very different police cases in my possession. The one in my province which has all the modifications on it, which could only be found after I started using words like fraud. The other one is from another province with all the correct details specified). In this whole time, they did not accept my affidavit as a legal document and continued with their force tactics - provide the police case number or pay if you want your licence on your current vehicle.

Please note in all this time a police mark vehicle theft was indicated for the stolen vehicle, but very unperturbed they refused to help me. In fact at my local RA my enatis information have been refused from day 1 - it is by chance that I came across this valuable piece of information - somewhere else. The police mark is whole three years after the theft  All I can say is everybody knows police marks are not captured 3 years later on enatis as I suspect vehicle theft is a serious matter ....

Do you think one might find lawyers that would be interested in taking such a case on a commission basis? The state lawyer? Loss of income for a year.

And please note I did deregister this vehicle 17 years ago. There is no way in hell I would have left a car on my name after criminals took possession of it. So the state's story that I neglected my duty is a lie which is confirmed by the fact that no licencing schedules has been issued since the date of theft which can also be seen on the R114 form. Same with the outstanding licencing fees and penalties, they obviously also could not override the enatis system, showing everything on liability date 1999, instead of 2014 which could have accounted for 17 years of penalties.
