Last month, Sars seized 7000 pills that appeared to be Viagra.
In October, about 4 150 pills were seized and 3340 in November.
Viagra cannot be purchased without a prescription.
Though the festive season peak cannot be explained, Port Elizabeth clinical sexologist Leandi Buys said men want a pill that they believe will boost their sex life and self-esteem - and they want to buy it at the lowest price.
A pack of four Viagra pills costs R485 in South Africa but some companies in Japan offer them on-line at R50 a pop.
"Though many men with erectile dysfunction may be too embarrassed to get a prescription from a doctor, I believe the price leads many men to buy Viagra from other countries.
"Each pill costs more than R100 in South Africa but men put themselves in danger by buying from outside sources," she said.
Buys said men who take Viagra or other pills to treat erectile dysfunction without the go-ahead of a doctor put themselves at risk.
"We don't even know if what is coming in is Viagra. That is a risk on its own and can kill a man. When a man [consults] a doctor, the side-effects and dangers of him taking the drug are explained."
A man with a heart condition would have to be examined and assessed before Viagra could be prescribed, she said.
Police spokesman Marika Mullen said the pills seized a month ago were valued at almost R700 000 and had been sent by mail from China, Hong Kong, India, Singapore and the UK .
"When Sars prevents shipments of such tablets entering South Africa it is because it is not immediately clear if they are genuine and import regulations might have been contravened," said Mullen.
Parcels containing drugs are sent by Sars to health authorities for investigation.
"If counterfeit goods are suspected, the copyright holders are asked to verify the authenticity of the product," Mullen said.
