To edit videos, add effects etc.

Something like "Photoshop" but meant for Videos

Please recommend any good ones, that you might have used.

While not as in-depth as Adobe, Linux has quite a fine library of video editing tools, if you're just looking at doing some straight forward stuff then perhaps it's a nice time to try out a Linux distro of some sort?

I am a linux and windows user, I would prefer to have a windows app for editing video because ubuntu is installed on my laptop, and laptops dont have amazing processing power. its an amd sempron 3400+, 2gb ram.

compared to my windows pc being a quadcore 2.8ghz amd, 4gb ram.
 
My old PC is still running Hardy heron with alot of video tools installed, it's specced at much lower than your laptop and actually did quite well to be honest, did'nt fly but coped ok. As long as you're not rendering 3 hour Animations you should be ok, maybe give it a bash?
 
I've used Pinnacle Studio and was impressed. It had the "green" and "blue" screen functions that I was looking for.
Unfortunately I have one of the older versions and it does not support writing to dvd. Obviously there are ways to bypass this problem, but it just work better if you can use the package from the beginning to the end.
 
I'm with Arthus on this, Vegas Pro is awesome in my experience.
 
All these programs mentioned are great tools, but don't come cheap. If you not really doing projects for commercial release then they are probably overkill.

You can also try Magix Movie Edit Pro if you want to stick to Windows - I think there is a free version out there somewhere. It's not Vegas or After Effects, but is a lot more flexible than you might think. Oh yes, and it won't cost you your next pay cheque.
