Image cataloging software

is there a software out there (freeware) that can catalogue all your images, allow you to tag them with multiple tags?

I have over 15 000 personal images, but want to be able to call up all pictures with a certain tag on it.

One I've heard of, but never really used is faststone. If you have tons of images and want something decent, why not look into buying ACDSee. Adobe also photo albumn software (which IIRC would sometimes come cheaply bundled with scanners).
