Importing to CMA countries

Looking at importing some goods from abroad and would like to find out if there will any benefit in form of saving some money on import duties, in case if importing to one of the CMA countries, specifically Swaziland, instead of directly to South Africa?
 
It needs to come over our border eventually so you would surely pay customs twice then.

I don't see how it would work in any legal manner.

Wouldn't it be a 2nd hand good when it crosses to South Africa afterwards
 
How would you prove that? And if it's any number of items on a regular enough basis that's not feasible either.
