What is required (permissions) to set up your own 4G tower on the roof? I would like to connect my phone to my own 4G instead of Wifi.

So you'll have to explain what you want to achieve... What you are trying to do seems like you are trying to start your own service provider like Vodacom or MTN, which you'll need some specific equipment worth millions, license worth millions. Spectrum. All the good stuff.

Well your options are spend millions at a spectrum auction...or get a AC wifi router like the sane people do.
