Incoming Mail problems?

I have had problems with incoming mail for the past two days now, where Outlook Express cant connect with the server.

A time-out occurred while communicating with the server. Account: 'pop3.telkomsa.net', Server: 'pop3.telkomsa.net', Protocol: POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19

I have no problems sending mail though. Anybody else having a problem?
My incoming mail is pop3.telkomsa.net and the outgoing mail server is smtp.dsl.telkomsa.net . As far as I know, this is correct.

Yip, Sporadic problem since last Friday.
