I came across this site a while back, I'm sure they are legit. They are advertising for website proposals for a chalenge - with really good money.

The typical "Design something for us for free and if you win you get some money" to get people to submit designs to them and give them ideas to work from because they're not creative enough (and they're too cheap to pay for the work to come up with a concept) scam.

Except this one has you not only design the front-end, but code it as well. And with the promise of $100k, what desperate sod WON'T spend countless hours doing something they'll just copy/paste/ripoff for the chance at that money?
