Moaning and complaining!

In 2010, SARS granted us a tax clearance. This means, AFAIK, that there is no outstanding taxes owing to them, right?

When we applied this year, they refused us a clearance because ... wait for it ... we have outstanding interest and penalties on PAYE from 2007 and 2008!!! WTF?! How did we manage to get a tax clearance last year then??? Idiots!!! How in heck can you come up with that excuse now???
 
SARS can reopen any assessment within the past 5 years so perhaps when they did the investigation, something different caught their eye.

This is a definite possibility. Ask them for reasoning behind it and explain that you obtained a tax clearance certificate in the prior year. If they can't give you a just cause or reason, you will get your certificate again.
