Insanely high pings when playing DotA 2

I currently have a CellC 3G connection. Most of the time I don't have any issues with it, download speeds are fine, not brilliant but fine. I'm also using it to play SCII online, even 4v4 matches are no problem.

But for some reason, everytime I try to play a DotA2 match, my ping shoots up from about 300ms to 3000/4000 and continues to climb. It will keep continue until it gets to something ridiculous like 5000 or 6000ms and then hover around that number.

I can hear the entire match being played. I can hear that a certain tower is attacked, someone got first blood, etc. That all happens in real time. However, unit movements are completely frozen, not just laggy. Nothing moves on my screen at all. The first few seconds (literally 3 to 5) I can move my unit about and see a response, thereafter it freezes and I get a "connection problem" message in the top right corner of the screen.

It is not the 3G dongle. I had a Huawei E1752 or something, but threw it against the wall out of frustration (due to DotA2 actually). I bought a K3772-Z today, same problem.

This seems to happen only with DotA2, any ideas?
 
On the south african server?
Also, try changing rates?

I had this same problem, and went and turned some of my graphics settings down, I also went to the settings and set the network quality to low. Also went to my steam settings and set my connection speed to 56k and now I experience no more problems, can even play with 2 guys with my one modem at the same time, without any hassles.
