So when I do re-install for people - I don't usually have access to their Microsoft Accounts, but I would like to still install office for them, so that all they have to do is enter their account details when they get their PC back? Why is this not possible?

I called Microsoft and they emailed me a link to fetch the file. It was the "Enterprise" edition which I received

Search Google for Office 2016 OPK. It's the Office Pre-installation Kit. Current version is 16.2.1. I use it continuously to install Office 365 for clients.

Note: you do have to sign in to download, but it's with YOUR MS account

If it is Office 365 just rather use the ODT. It works way better. You can install all the 365 apps without the need for the user to log in. Little difficult to get started with, but awesome.
