Any special methods that could bypass this? I don't want to play online, single player only.

Best action: Get a friend to make backups of the games via steams backup. Restore those backups on your own PC (this makes it so you dont have to download any content). Then hook your PC to a friends/works connection, connect up, let it decrypt the files, set steam to offline mode. disconnect from internet, test if games work. Done.
