Int and local adsl

Does anyone know wisch provider gives you local and international. But while browsing on local servers it will only subtract local and while browsing int will only subtract int. you get the point. Or something like that? or do you have to have 2 seperate accounts if u want to use it like that? or is there an app or something that allows you to do it? thanks in advance
