I apologise beforehand for what is I think for some going to seem like a stupid question. I see a lot of posts with International and local caps mentioned, is this a service provider specific thing? How does this work?

International Bandwidth falls under anything not classified as "Local" ( hosted in SA basically )
By law telkom should have been seperating International and Local traffic on their capping but this hasn't been happening.
So some ISP's have made services where you can buy a Local-cap for cheap that has quite a bit of capacity included - but only useable for local. As international bandwidth is so expensive it becomes quite cost-saving to seperate internet traffic like this
Could explain more thoroughly/indepth but not at this moment as my headache is reaching epic proportions
