Intermittant connection & slow internet

Hi there and thanx so long for your help.

Setup:
2 x Netgear DG834G v3 Firmware version: V4.01.30 (Had .37 but went back to .30)
One Router in Bartlett (Boksburg) and other in Glentana (George).
Routers connected with each other via VPN (via Routers and no 3rd party or software.)
We use Dyndns.org for the DNS for the VPN.
Both on 4096kbps
ISP on Both: Cybersmart

We run our family business through these 2 routers and it has worked very well for us for the past 1½ years or so.

Since the middle of 2007, we started to encounter intermittant connection problems between the routers. The router in George's ADSL led will turn from green to ambe and loose the connection. It also happened during December that the connection is dropped anything from 19:00 which left my folks in George with intermittant internet.
I suspected the line being the problem as we do not experience the same here in Jo'burg.

Everything went sort of OK so far untill the past Monday. The intermittant drop happened more regularly and internet almost came to a standstill. (Slow internet in Jo'burg and line drops in George.)

My Dad logged a fault with Telkom and the tech guy visited yesterday.
He tested the line which turned out to be OK and blamed our ISP.

He did his test as follows:
Connected his laptop through his router onto the "faulty" line. He had no problem whatsoever and could download the Telkom test file in no time with a download speed of 49kbps.
He then connected my Dad's laptop through our Netgear router to the "faulty" cable. Needless to say, internet was very slow and pages, even Telkom's, took very long to open.
Tech guy then tried to download the Telkom test file from here:
http://www.telkom.co.za/products_services/dsl/support_speed_test.html

The download was not possible and the connection timed out.

I tried to download this speed test file from Telkom from our office in Jo'burg WITHOUT any success. It timed out the connection.

Now I am totally dumb struck and really don't know what to do.

The only things common between George and Jo'burg, are the routers and the ISP.
Regarding the routers: we have not changed anything on the routers. The Telkom Tech guy also mentioned something about proxy servers. But, as I said, nothing was changed in the settings of the router.

Can anyone please help where to start looking for a solution. If we need to change ISP's, we are prepared to do this, but where do we move to?
Between the two accounts we roughly use 12Gig/month. Something wioth 2 concurrent connections will be acceptable.
