International bandwidth issues

Could anyone try to help me understand something about the bandwidth issue below?

A bit of history: I have a fibre contract with Axxess on Openserve network. After the first WACS cable break in January this year and after the initial 2-3 days, when most of the ISPs bought additional bandwidth with other cable providers, my international bandwidth was down to about 30% of what expected (8 instead of 20 Mbps download and 3 instead of 10 Mbps upload). At the time, I considered that somehow ‘normal’ because I assumed the ISP didn’t or couldn’t purchase all the bandwidth required by its customers and it’s doing some sort of rate limit/throttling to save some of the additional cost. Somehow, (I won’t start another Axxess rant here) my international bandwidth only improved more than a month after the cable was repaired, but only for the downstream part (granted the most important one) - the upstream speed was still below 30% and only on the international connections.

Now, with the new cable issue I am back at square one with both upload and download below 30% (on some connections, worse on others) and that is after my ISP announced that they bought ‘additional capacity’ (whatever they mean by that).

I am asking if anyone knows some of the reasons for this issue. Or if there is anything I could/should do … beside changing the ISP.
 
Maybe try an account from another ISP? Happy to give you one, should give you an idea.
 
I just completed a speed test with the account provided by Cool Ideas and, while the upload speed is still quite low, the download speed is perfect on both local and international connections (on Axxess network even SAIX Bellville test is half of what should be).
 
Just go to windscribe.com and build a custom plan with only the SA location and unlimited data for $2. You can cancel immediately thereafter to avoid recurring billing.

Install the apps you need, then connect to the District/Afrihost server and you'll get full international download speed with decent latency.
 
Thank you very much Bryn, I will check it out. I do have VPN at work and is better than Axxess.
